Benjamin, heard about this structure and remember seeing a few pics, though it's been some years. Did the original facade have blind windows, and the glazing for the hotel was cut into them? Or are the facades all new? What's new and what's old?

I think it did have blind windows. After a little more exploration, it turns out the water tower was used after its decommission. It was a planetarium. http://www.friedensblitz.de/sterne/planetarium/planetarium%201.htm I'll go back and update that. Photos from the early 20th century show what look like blind windows. Other than that, it sounds like a concrete core was reused.
